About CIS

Who We Are
City County Insurance Services (CIS), was formed by the League of Oregon Cities and the Association of Oregon Counties to meet the risk management and employee benefit needs of cities, counties and other eligible local governments. The CIS Board of Trustees administers the CIS Trust and the EBS and AOCIT Trusts.

CIS provides property/liability and workers‘ compensation programs (CIS Trust) and employee benefits coverage (EBS and AOCIT Trusts). We also offer claims management, legal defense, risk management, loss prevention services and Healthy Benefits.

Who We Represent
CIS represents over 95% of cities and over 55% of counties in Oregon - providing our members with property, general liability, workers’ compensation and employee benefits coverages and services.

CIS knows Oregon; we know local government issues in different regions around the state and we make available to members a variety of risk management and loss prevention services to assist in the reduction and avoidance of risk.

As the ultimate owners of CIS assets, unallocated surplus accrues to the benefit of our members.

We strive to provide the best coverage/plans at the best rates and establish the standards that apply in our marketplace. We offer all available lines of coverage to all eligible entities, including small entities under-served in the marketplace. If a competitor offers a more effective package to eligible entities, we adapt where needed to better serve our members. Members recognize the value of CIS’s breadth of coverage and services, and they understand that their contribution to CIS is an investment in long-term protection.

We are selective and fair in our pricing, which is based not only on industry conditions but is driven by financing members’ anticipated losses and program expenses. We recognize and reward good loss experience; we acknowledge poor performance and set prices appropriately. We work with poorer performers, helping them to improve their loss ratios through a combination of adequate pricing and aggressive risk management. Members take responsibility for reducing their own claims in order to lower losses and minimize their annual contributions. If we believe competitors are simply buying business, we stand firm because we know that a mindless price war ultimately hurts our members.

All trusts and all lines of coverage are financially viable; all have sufficient reserves.

CIS is highly valued because we are a constant presence for our members, providing superior risk financing and risk management services across all coverage lines in a thoroughly professional manner.
