Introduction
 
CIS' Employee Benefits Programs are poised to offer unique and valuable advantages to your entity and to your employees.

Currently, 197 of the 223 eligible cities in the state (those with paid employees) participate in CIS' Employee Benefits Program. In addition, over 50 other governmental agencies receive one or more of the following benefits offered through CIS: medical/vision, dental, life, accidental death and dismemberment, and long term disability.

CIS Employee Benefits is also your resource for employee meetings, benefit fairs, benefits consultation, strategic planning, labor/management discussions, and elected official briefings. We provide information on benefit trends and issues, and we assist members with benefit claims issues.

Lower plan administrative costs due to large group size.
A larger group has lower administrative costs because the basic expenses are spread out over more people.

For example:
Regence administration (printing books, processing claims, etc.) 6.0%
CIS administration (staff, EAP, consultants, communication, etc.) 2.0%
Total Administrative cost 8.0%
As a comparison, the normal administrative cost for a group contracting directly with an insurer would be considerably more:
10 employees 20%
75 employees 16%
150 employees 14%


Benefits of Membership
  • Our Health Risk Management program takes a proactive approach to prevention, condition management, health education, and the appropriate use of health care services.

  • Our Employee Assistance Program (EAP), included in the health insurance premium at no extra charge, provides resources for supervisors dealing with employee performance issues, and assists groups that have experienced a critical incident. EAP can aid with workplace concerns that might develop into workers’ compensation or employer liability concerns; EAP also provides personal assistance to employees coping with emotional and family issues.

  • Birthday card reminder of preventive services available for age and gender sent to employees who have the preventive rider with their employer medical plan.

  • A range of benefit options not normally available to smaller employers.

  • Our "Healthy Benefits" package offering:

    • Health Status Questionnaire (HSQ) linked as Part I of benefits enrollment, and is the “foundational block” for the CIS health risk management program.

    • A confidential Personal Health Action Guide, based on employee HSQ responses, mailed directly to employee homes

    • Confidential health coaching available for employees who choose to make changes based on their personal HSQ and health report

    • A medical self-care book is mailed to employees as they first enter the CIS Healthy Benefits program. Ongoing medical self-care can be accessed through the Haelan One Care Street online Health Encyclopedia.

    • Quarterly health-related newsletters, customized to CIS Benefits, delivered to employees’ homes

    • Weight Management support through a CIS corporate agreement with Weight Watchers International

    • Tobacco cessation support through Free & Clear – a nationally recognized program

    • Worksite Wellness Grants

    • Worksite Screening Grants

    • Coordination of these services with your CIS Employee Assistance Program (EAP), and other CIS general liability, and workers’ compensation plans.
