Over the next several fiscal years, governments that offer post-retirement health or
other insurance will have to begin reporting the liability for these “Other Post
Employment Benefits” (OPEB) on their financial statements. This reporting requirement
comes from Statement 45 of the Government Accounting Standards Board (GASB).
City County Insurance Services (CIS) will be involved in helping its members assess
their liability and develop the appropriate information for financial statements.
CIS is contracting with the Milliman actuarial firm to perform GASB 45 valuations
for cities and counties at lower-than-market rates. Milliman was chosen as the result
of a RFP process.
CIS plans to pay all or part of the cost of the valuations for CIS Benefits members,
depending on how much of their employee benefits coverage is through CIS. The CIS
Trustees approved up to $100,000 in the 2006-07 fiscal year to fund the
cost of the studies. As a service to LOC and AOC members, cities and counties that do not participate
in CIS Benefits also can take advantage of the rates negotiated by CIS with Milliman.
CIS also is working with local government associations
on options for cities and counties that wish to fund their OPEB liabilities.
