The policies and laws are applicable to all members whose health benefits are provided
through the CIS Employee Benefits program.

Over the next several fiscal years, governments that offer post-retirement health
or other insurance will have to begin reporting the liability for these “Other Post
Employment Benefits” (OPEB) on their financial statements. This reporting requirement
comes from Statement 45 of the Government Accounting Standards Board (GASB). City
County Insurance Services (CIS) will be involved in helping its members assess their
liability and develop the appropriate information for financial statements. CIS
is contracting with the Milliman actuarial firm to perform GASB 45 valuations for
cities and counties at lower-than-market rates. Milliman was chosen as the result
of a RFP process.

Some cities and counties have been able to reduce their employee benefits costs
by offering large cash payments in lieu of health benefits to those employees who
are able to secure coverage elsewhere. The entity saves the difference between the
cash paid to the employee and the cost of CIS health premiums. Why, then, is CIS
discouraging this practice by placing a $25 per month cap on the cash benefit an
employee can receive if they opt out of CIS health coverage?
