Effectively market and efficiently provide a set of benefits and services that are
attractive to and cost-effective for employers and employees and promote employee
wellness

Program design will:
- Be reviewed on a regular basis and may be changed periodically considering: current
trends and standard practices, changes in the health care industry and the benefits
marketplace, employer and employee needs, the impact of cost increases
- Be fiscally responsible with consideration of long-term rate affordability and minimizing
risk to the trusts; use sound underwriting and actuarial principles
- Allow employer cost-sharing to be determined by the entity, within guidelines set
by CIS
- Keep number of plans available to a number reasonable to provide meaningful choices
among benefit levels and maintain administrative efficiencies
- Include elements of both employer and employee choice
- Provide unique value-added features or services
- Balance cost and benefits
Plan designs will:
- Include elements that encourage responsible use of the health care system
- Encourage seeking early diagnosis and prompt treatment
- Include a base level of catastrophic coverage and limit maximum out of pocket costs
- Include wellness/preventive benefits
- Be comparable to and competitive with other programs available to local governments
in Oregon
Reserves may be used to:
- Temporarily moderate cost increases for employers and employees by subsidizing rates
- Encourage wise purchasing and use of the program
- Promote long-term health of participants
