City County Insurance Services (CIS), was formed by the League of Oregon Cities and the Association of Oregon Counties to meet the risk management and employee benefit needs of cities, counties and other eligible local governments. The CIS Board of Trustees administers the CIS Trust and the EBS and AOCIT Trusts. CIS provides property/liability and workers‘ compensation programs (CIS Trust) and employee benefits coverage (EBS and AOCIT Trusts). We also offer claims management, legal defense, risk management, loss prevention services and Healthy Benefits.

CIS Named "Health Plan of the Year" by Disease Management Association
The success of CIS' Healthy Benefits program has been recognized by the Disease Management Association of America, which named CIS its "Health Plan of the Year" for 2007. The award was presented during 9th Annual Disease Management Leadership Forum in Las Vegas.

Sewer System Failures
Aging systems, lack of funds for adequate maintenance and a new awareness of toxicity issues that requires more elaborate and costly clean-up procedures make sewer system backups a growing exposure in many Oregon communities.
