CIS’ legal defense philosophy is to develop strong working relationships with a
select group of lawyers who truly understand the nature of public entities and the
unique partnership between CIS and its members.
In addition to a select group of outside attorneys, we have two in-house attorneys,
Gerry Warren and Bruce Mowery, who devote full-time to advising and representing
CIS members in tort and civil rights cases. Our in-house team handles about 50%
of our liability litigation.

CIS is committed to the idea that many lawsuits can be avoided with appropriate
legal guidance up front. This is especially true with employment practices claims.
We would rather spend a few dollars early to avoid a claim than many dollars later
to defend that claim and possibly compensate a plaintiff. In fact, we have arranged
with two outside law firms to provide pre-loss assistance to CIS members. Members
are encouraged to contact Mark Rauch at CIS for help with pre-loss legal assistance.
Whether we provide the assistance in-house or assign an outside attorney to contact
you, we will gladly provide this service where the issue involves a covered exposure
with the potential to develop into a claim.
