In insurance, the best claim is the claim that never happens. Healthy Benefits was
adopted by the CIS Board of Trustees in 2002 as a proven, effective strategy to
combat the escalating cost of health insurance. While CIS members can do little
about the national trend of rising health care costs, they can do something to make
a difference in the claims that their employees and their families incur, while
helping workers to be healthier and more productive.
Healthy Benefits has proven to be successful at reducing claims: independent consultants
have found that for every $1 we’ve spent toward Healthy Benefits in the first two
years, we’ve saved a $1.52. We have also seen significant improvement in the health
risks of the CIS population since beginning the program.
You, as an employer, obtain health benefits through CIS (City County Insurance Services),
an intergovernmental organization that negotiates group rates with insurance companies
and other service providers on behalf of Oregon's cities and counties. As part of
the large CIS group of cities, counties, and other governmental entities (approximately
250 entities with over 8,900 employees) you are able to use the group's purchasing
power to offer your employees a more attractive and lower-cost benefits package
than it could buy on its own. Healthy Benefits is part of the comprehensive package
of "sickness" and "wellness" benefits provided through CIS.
Healthy Benefits is a unique package of services provided to employees by you, the
employer, and CIS. Where traditional insurance benefits protect employees when they
are sick, Healthy Benefits is focused on improving your employees’ health and keeping
them well. Healthy Benefits services are provided to those employees who (a) are
enrolled in medical benefits through CIS, and (b) compete Part I of the Open Enrollment
process.

Good health is the most valuable gift employees can give themselves and those who
love them. It is within grasp with CIS Healthy Benefits- the employees’ personal
wellness program. There’s no fee- Healthy Benefits is free of charge to all employees
enrolled in a CIS Health Plan. CIS Healthy Benefits is largely creditted as a reason that most
employer groups receive a decrease in medical premiums for the upcoming policy year.
